You should have gotten information in a letter about how to access your account. If you didn't (or misplaced it) you will need to check with the Office of Student Services in Lyons Hall. (Faculty, staff, and people with temporary appointments will need to go to that office as well.) For the first several days of each semester, the Office of Student Services has extended hours; at all other times (other than holidays), walk-up hours are 9am-5pm.
If you need access to your account after regular business hours, the Technical Help Desk on the 3rd (Main) floor of O'Neill Library may be able to refer you to someone who can help.
